Conditional Grant Spending
Spending progress against allocated conditional grants by programme.
Why Grant Spending Progress Matters
Conditional grants are transferred for a specific purpose under the annual Division of Revenue Act, and the receiving entity holds them in trust to deliver exactly what the grant framework intended. Spending must keep pace with the grant conditions, or funds are surrendered and the AGSA reports both the under-spend and any non-compliant use as findings. AuditPro Core monitors disbursement against each grant's allocation by programme, giving early warning where conditions are not being met.

Conditional grant framework
Each conditional grant carries a published framework setting out eligible costs, reporting cadence and outputs. Spending outside those conditions is non-compliant even where the money is otherwise validly procured.
Grant performance
Performance is measured by both how much has been spent and what has been delivered for it. A high spend rate with low output delivery is as concerning as an under-spend, because it suggests value is not being achieved.
Ring-fencing
Conditional grant cash must be separately identifiable and may not subsidise unrelated operating shortfalls. Tracking spend by programme protects the ring-fence and supports the grant-by-grant reconciliation the funder expects.
How AuditPro Core Bridges the Gap
- Reconciliation: grant receipts, commitments and payments are reconciled per grant and programme, so the spent, committed and available balances are always agreed.
- Exception workflow: programmes whose spend lags the grant timeline are escalated so the entity can act before the surrender deadline.
- Audit-ready export: grant expenditure reports align to the DoRA reporting templates required by transferring departments and National Treasury.
- Traceability to source: every rand of grant spend ties back to its transaction and the grant condition it satisfies, defending eligibility under audit.
Key Takeaways
- Measure both spend rate and output delivery; spend alone does not prove performance.
- Keep grant cash ring-fenced and separately reconciled per programme.
- Act on lagging programmes before the surrender deadline to avoid returning funds.
- Hold evidence that each cost was eligible under the grant framework.
