mSCOA Data Quality
Municipal Standard Chart of Accounts segment integrity and string-balancing health.
Why mSCOA integrity underpins every other report
The Municipal Standard Chart of Accounts is mandatory, and every transaction must be classified across its seven segments with the strings balancing, or downstream reporting to National Treasury and the AGSA is unreliable. Monitoring segment integrity and string-balancing health protects the credibility of the financial statements at their source. AuditPro Core checks mSCOA segment alignment continuously so data-quality defects are caught at capture, not at year-end.

The seven-segment string
Every mSCOA transaction is classified across segments such as function, item, fund and project. The combined string must be valid and balanced, since a single mis-segmented entry corrupts multiple reports at once.
String balancing
Segments must reconcile to each other so that, for example, the function and fund views of the same transaction agree. Unbalanced strings indicate capture errors that distort Treasury reporting.
Source-system discipline
Data quality is determined where transactions are captured. Defects allowed through at source propagate into every extract, so prevention at capture is far cheaper than correction later.
Reporting reliability
The annual statements, Section 71 reports and Treasury extracts all draw on mSCOA data. Their reliability is capped by the integrity of the underlying segment classification.
How AuditPro Core Bridges the Gap
- Segment validation: transactions are checked for valid, balanced segment strings as they are captured.
- Continuous monitoring: data-quality health is tracked in-year, not discovered at close.
- Exception workflow: mis-segmented or unbalanced entries are flagged for correction with an owner.
- Traceability to source: each defect links to the originating transaction for fixing.
Key Takeaways
- Every transaction must carry a valid, balanced seven-segment string.
- Unbalanced strings corrupt Treasury and AGSA reporting.
- Data quality is won or lost at the point of capture.
- All downstream reports inherit mSCOA integrity, good or bad.
