Ethics Officer Coverage
An ethics framework without designated, resourced officers to run it is a policy with no one accountable for making it work.
Why Ethics Officer Coverage Matters
The Public Service Integrity Management Framework requires departments to designate ethics officers with the capacity to drive disclosure, advice and integrity management on the ground. Where departments leave the role unfilled or under-resourced, the entire integrity system loses its operational arm and AGSA findings on ethics follow. AuditPro Core tracks ethics officer designation and capacity across departments so the integrity function can close coverage gaps before they hollow out the framework.

Designation
Each department must formally designate an ethics officer accountable for integrity management in that area. An undesignated department has no one operationally responsible for the framework.
Capacity to Deliver
Designation is meaningless without the time, seniority and authority to act. An officer carrying the role on top of a full job will deliver it in name only.
Span of Coverage
Coverage must extend across all departments, not just the head office or high-profile units. Gaps in coverage are precisely where integrity risk concentrates unseen.
Reporting Line
Ethics officers need a reporting line that protects their independence from the managers they may have to challenge. A compromised reporting line weakens the role's bite.
How AuditPro Core Bridges the Gap
- Designation register: AuditPro Core maps designated ethics officers against the full departmental structure to expose unfilled roles.
- Capacity assessment: the seniority and allocated capacity of each officer are tracked against the framework's expectations.
- Coverage gap alerts: departments without adequate ethics officer coverage are flagged for remediation.
- Audit-ready evidence: the coverage profile exports for the integrity function, AGSA and the Public Service Commission.
Key Takeaways
- An undesignated department leaves the integrity framework with no operational owner.
- Designation without real capacity delivers the role in name only.
- Coverage gaps are where integrity risk quietly concentrates.
- An independent reporting line is what gives the ethics officer role its bite.
