Supply Chain Deviation Findings
Findings on the use of deviations and expansions from competitive procurement, including unjustified emergency claims.
Why deviation findings matter
Competitive bidding is the default rule in public procurement because it protects value for money and fairness, and deviations from it are meant to be rare and well justified. Treasury regulations and SCM policy permit deviations and contract expansions only in narrow circumstances, yet they are among the most abused mechanisms in the system. AuditPro Core consolidates findings on deviations and expansions, especially the unjustified emergency claims, so abuse of the exception becomes visible rather than routine.

When a deviation is permitted
Deviations are allowed only where it is impractical to follow a competitive process, such as a genuine emergency or a sole supplier. The reasons must be recorded and approved by the accounting officer in advance.
The emergency justification problem
Many deviations are claimed as emergencies that were in fact foreseeable, such as expiring contracts. A self-created urgency does not meet the legal test for an emergency.
Contract expansions and variations
Expanding an existing contract beyond permitted thresholds bypasses competition for the additional value. Treasury limits the percentage and conditions under which this is allowed.
Why deviations attract irregular expenditure
Unjustified deviations breach SCM prescripts, which makes the resulting spend irregular expenditure. They are also a common entry point for collusion and inflated pricing.
How AuditPro Core Bridges the Gap
- Deviation reconciliation: recorded deviations and expansions are matched against approvals, thresholds and stated justifications.
- Exception workflow: emergency claims that fail the foreseeability test are flagged for review and consequence management.
- Traceability to source: each finding links to the procurement file, approval memo and contract value.
- Continuous monitoring: deviation frequency and value are tracked over time to detect normalisation of the exception.
Key Takeaways
- Deviations are a narrow exception, not a routine procurement route.
- Foreseeable shortages do not qualify as genuine emergencies.
- Expansions beyond thresholds bypass competition and become irregular.
- Rising deviation volumes signal weakening procurement discipline.
