Title Deeds Transfer Backlog

Outstanding title-deed transfers to housing beneficiaries against annual handover targets.

📖 6 min read🎯 Intermediate✍️ Updated 2026

Why the title-deeds backlog matters

Transferring title deeds to housing beneficiaries converts a subsidised house into a secure, tradeable asset, and the backlog of untransferred deeds is a long-standing national service-delivery failure. The indicator is tracked by the Department of Human Settlements and tested by the AGSA against handover targets. AuditPro Core tracks outstanding transfers against annual targets with each transfer traceable to the conveyancing and registration record.

Transfer backlog

The backlog is the count of completed houses whose ownership has not yet been registered to the beneficiary at the Deeds Office. It represents delivered houses that remain legally incomplete.

Handover target

Annual targets commit the municipality to a number of deeds transferred within the year. Performance is the count of registrations actually achieved against that commitment.

Conveyancing chain

Each transfer passes through beneficiary verification, conveyancing and Deeds Office registration. Delays at any link extend the backlog and must be tracked to be managed.

Registration as proof

A transfer is only complete on registration at the Deeds Office, evidenced by the registered deed. Counting initiated but unregistered transfers overstates achievement.

How AuditPro Core Bridges the Gap

  • Backlog register: AuditPro Core maintains the outstanding-transfer list with each property's stage in the conveyancing chain.
  • Target tracking: registrations achieved are tracked against the annual handover target with variance flagged.
  • Stage bottlenecks: the platform highlights where transfers stall so blockages can be escalated.
  • Registration evidence: each completed transfer links to its Deeds Office registration for audit verification.

Key Takeaways

  • Treat the backlog as delivered houses that remain legally incomplete.
  • Count only registered transfers as achieved performance.
  • Track each property through the conveyancing chain to find bottlenecks.
  • Link every completed transfer to its Deeds Office registration.
