Bid Committee Compliance

Checks that tenders pass through required bid committee stages with quorum.

📖 6 min read🎯 Intermediate✍️ Updated 2026

Why the Committee Chain Matters

The SCM Regulations require tenders to pass through specification, evaluation and adjudication committees, each properly constituted and quorate, to safeguard fairness and independence. A skipped stage or an inquorate meeting undermines the validity of the entire award. AuditPro Core checks that each tender traversed the required committee stages with quorum so process integrity can be evidenced rather than assumed.

The Three Committees

The bid specification committee sets the requirement, the evaluation committee scores bids against it, and the adjudication committee recommends the award. Separating these roles prevents any one person controlling the outcome.

Quorum and Composition

Each committee must meet with the minimum prescribed members present and with the required cross-functional representation. Decisions taken without quorum are procedurally invalid.

Independence and Recusal

Members with a conflict on a particular bid must recuse themselves, and the recusal must be recorded. An unrecused conflict taints the committee's decision on that tender.

How AuditPro Core Bridges the Gap

  • Stage verification: each tender is checked for passage through specification, evaluation and adjudication with dated records.
  • Quorum testing: attendance is tested against required composition so inquorate decisions are flagged.
  • Exception workflow: tenders with missing stages or quorum gaps route for review before award stands.
  • Audit-ready export: the committee trail exports as evidence of due process for each award.

Key Takeaways

  • All three committee stages are required; skipping one invalidates the process.
  • Decisions taken without quorum are procedurally invalid.
  • Conflicted members must recuse and the recusal must be recorded.
  • Evidence the chain per tender — process integrity must be demonstrable.
