Why Deviations and Expansions Matter
Competitive bidding is the default SCM process under section 217 of the Constitution and the MFMA SCM regulations, designed to secure fairness, value and accountability. Deviations defined
A deviation departs from normal competitive procurement, for example a sole-source or emergency appointment. It is only permissible in defined circumstances with recorded reasons approved by the accounting officer.
Contract expansions
An expansion increases the scope or value of an existing contract rather than going to market. Expansions beyond regulated limits require Treasury or specific approval and are heavily scrutinised.
Justification and approval
Each deviation and expansion must carry a documented justification and the correct level of approval. Missing either turns the appointment into irregular expenditure.
