State Defaulter & Restriction Screening

Screens awarded vendors against the National Treasury restricted suppliers and defaulters registers.

📖 6 min read🎯 Intermediate✍️ Updated 2026

Why restricted-supplier screening is mandatory

National Treasury maintains the Register for Tender Defaulters and the List of Restricted Suppliers precisely so that organs of state do not contract with vendors barred for prior misconduct, and awarding to a restricted supplier is an explicit breach of the SCM regulations and PRECCA-related restrictions. Failure to screen exposes the accounting officer to irregular expenditure and reputational harm. AuditPro Core screens every awarded vendor against the restricted and defaulter registers so prohibited suppliers are blocked before, not after, an award.

Two distinct registers

The Register for Tender Defaulters flows from convictions under the Prevention and Combating of Corrupt Activities Act, while the restricted-suppliers list captures administrative restrictions imposed by organs of state. A vendor may appear on either.

Screening at the right moment

Screening must occur at award and again before payment, because a vendor clean at onboarding can be restricted later. A single check at registration is insufficient.

Matching beyond the name

Restricted vendors re-emerge under new company names while keeping the same directors. Screening on director identity, not just entity name, defeats this evasion.

Consequence of a hit

Contracting with a restricted supplier is irregular by definition, so a confirmed match must halt the award and trigger review of how the vendor passed earlier controls.

How AuditPro Core Bridges the Gap

  • Register screening: matches awarded vendors and their directors against the restricted and defaulter registers.
  • Continuous monitoring: re-screens active vendors as the registers update to catch later restrictions.
  • Exception workflow: confirmed matches halt the award and escalate for SCM and legal review.
  • Audit-ready export: evidences that screening occurred for every award in the reporting period.

Key Takeaways

  • Screen against both the defaulter and restricted-supplier registers.
  • Re-screen at award and before payment, not only at onboarding.
  • Match on director identity to catch restricted vendors under new names.
  • A confirmed match must stop the award immediately.
