Compliance with laws and regulations is one of AGSA's three audit dimensions, alongside the financials and performance information — and it is where many entities lose their clean opinion. A compliance scorecard turns the sprawl of applicable Acts, regulations and standards into one rated register: each statutory obligation owned, scored and tracked. King IV Principle 13 and the PFMA require the entity to know what it must comply with and to manage that compliance actively.

The danger is invisibility. When compliance lives in people's heads and email threads, an obligation lapses without anyone noticing until AGSA raises it as a finding — and material non-compliance can move an opinion from unqualified to qualified or worse.
